According to the philosophers, the difference between the theory or hypothesis from empirical fact (empirical knowledge) is that people are building more complex logical relationships between facts.
As soon as people started wondering why sea water is salty, and found the answer, then it is considered a deeper knowledge, which, however, might not pull on the level of theory, but it is not empirical knowledge. This knowledge on the response of our receptors to anymore. It requires complex mental modeling, building logical relationships, hypotheses, testing them, etc. This deep theoretical work.
